The early exiles were participants in the grand theft, torture, murder of the Cuban people for the most part (Batistianos) who were richly rewarded with benefits once they arrived in the US. Later came many immigrants who also once here were automatically legalized and given benefits. If this pertained to Mexicans and Dominicans those two countries would be empty.
