Forum Post: Congress Approval Rating

So, just what is the Congress approval rating based on? Are people being asked about Congress collectively or are people being asked about their own representatives that they voted for?

It makes no sense to report a low rating and then wonder why most politicians are re-elected if people only have a low opinion of everyone except their own choices.

Do people have a low opinion of their own congressional representatives that they voted for or is it just a low opinion for everyone else?
