Why not reduce SPENDING by 50 Billion, and let the little man and the poor save their 5% towards investing in their future?
Give the Government MORE of our money that prevents inventments form the little man?! You can see how quickly the govt. spends our dollars - they don't need more dollars, they need to stop spending so much, hoping job appear like magic.

You just introduced a MARKET BARRIER to the poor in this country that prevents them from investing regularly and obtaining a reasonable rate of return.
Personal income will never make the average person rich. To do that, you have to invest funds over time - and you just put up a big barrier that assures the little man stays at the bottom.
