Amending the U.S. Constitution is being suggested as follows by Warren Buffet.
The proposed amendment, if adopted, would be the 28th Amendment of the U.S. Constitution, known as the proposed Congressional Reform Act of 2011.
No tenure and no pension. A congressperson will receive a salary while in office and will receive nothing when no longer in office.
Congress (past, present and future) will participate in the Social Security system. All funds in the congressional retirement fund will move to the Social Security system immediately. All future funds will flow into the Social Security system, and Congress will participate with the American people. Social Security funds will not be used for any purpose other than retirement supplementation.
Congress members will purchase their own retirement plans, just as all Americans do.
Congress will no longer vote itself pay raises. Congressional pay will rise by the lower of the Consumer Price Index or 3 percent.
Congress will lose its current health care system and participate in the same health care system as the American people.
Congress will equally abide by all laws it imposes on the American people.
All contracts with past and present Congress members will be void effective Jan. 1, 2012. The American people did not make these contracts with Congress. Congress members made these contracts for themselves.
The Founding Fathers envisioned citizen legislators, so ours should serve their term(s) then return home and go back to work.
