Much of what is broken and went uncontrolled can be fixed via amendments to the Constitution. This 28th Amendment petition is a populist petition of the people by the people. This is not an amendment by politicians.

This amendment puts some teeth into controlling the oligopolies that control farming. Independent farmers want to be freed from control of the likes of Monsanto.
This amendment goes too far. It's practically a mandate for organic farming, which is not an exact science yet. People are dying from bacterial infections that should not happen. There are too many unrelated items in this proposed amendment. Stick to one thought per amendment, like eliminating credit derivatives (which is what caused the wall street meltdown).
This 28th Amendment is a popular amendment:
James Wilson (one of the framers of the US Constitution) wrote in 1787, "... the people may change the constitutions whenever and however they please. This is a right of which no positive institution can ever deprive them."
Freedom of Expression increases by the provisions that eliminate monitory gifts to politicians, that restore people rights over corporations, and restore fair voting and elections.

the only problem i see with this amendment is it would seem to negate the 1st amendment FREEDOM OF EXPRESSION ......but what do i know
This amendment is a populist amendment by the people. We have a right to do this. It has never been done before. This is very different than the constitutional convention of 1913 that you mention.
the worst thing that can happen now is a constitutional convention, with a con con we will loose America forever! beware of calling a constitutional convention. look what happened in 1913 - 1916 started with the federal reserve act and ended with income tax. it would be more feesable to actually try and learn something about the monetary system, try beginning with HJR-192
