28th Amendment to the Constitution of the United States – Proposed (Regional Primary Elections)
Section 1: These United States of America shall be divided into 4 regions of adjacent states, comprised of the following:
Region I: Maine, Vermont, New Hampshire, Massachusetts, Connecticut, Rhode Island, New York, New Jersey, Pennsylvania, Delaware, Maryland, Virginia and West Virginia. Region II: North Carolina, South Carolina, Georgia, Florida, Kentucky, Tennessee, Alabama, Mississippi, Arkansas, Louisiana, Oklahoma and Texas. Region III: Ohio, Michigan, Indiana, Wisconsin, Illinois, Minnesota, Iowa, Missouri, North Dakota, South Dakota, Nebraska and Kansas. Region IV: Montana, Wyoming, Colorado, New Mexico, Idaho, Utah, Arizona, Nevada, Washington, Oregon, California, Alaska and Hawaii.
Section 2: There shall be four Primary election days each election year; the first Tuesday following the first Monday of each month of February, March, April and May. The times the polls are to remain open will be determined by each individual state. Territories shall align themselves with the closest region geographically.
Section 3: The order of voting by region and month will rotate each Presidential election year, beginning with the presidential election year of 2000 A.D., with the subsequent mid-term Congressional election year remaining the same. The rotation will be as follows, repeating ad infinitum:
