Richard, that is quite possibly one of the most important unearthings I have read in I can't remember when.
Question: Do you know if Executive Orders expire when a President leaves office, or do they exist in perpetuity? Is 1981 still in effect?
A little more than half way down the page is Executive Order 13470 and it amends 12333. Issued 2008

I think this an interesting article. And I do agree that 1981 sowed the seeds for many of the issues we are contending with now. I'm a mid/late baby boomer and I can tell you the conservative movement that took over at that point had a profound impact in shaping the attitudes in my age group since then and from that had no small part in electing "W" twice and bringing in Republican majorities in several elections in the 1990's and 2000's, to name but a few outcomes from that time.
